Job Description:
POSITION SUMMARY This Program Planner/Coordinator position requires general knowledge of industry practices, techniques and standards for scheduling, and performance analysis (cost and schedule) along with general knowledge of product development lifecycles. The person will participate in the development of Bid and Proposal packages, generation of project schedules, performance management baselines, maintain schedule and program ETCs, and perform analysis and prepare reports to ensure the project performs within negotiated baseline. Will be responsible for incorporating contract changes within the Enterprise Business System and Program Planning tools and monitoring status against those changes. Will be required to develop solutions to a variety of problems of moderate complexity. They will be interface with both internal and external customers. Good communication and team skills are required. This position reports directly to the Business Operations and Planning Manager. DUTIES AND RESPONSIBILITIES As a member of Project Team(s) the individual would be responsible for: - Supporting the Bid and Proposal Process (Level 3/4 schedules/WBS development, labor and material resource spend plans, and the documentation of Basis of Estimate for development programs. - Organization, development and maintenance of detailed Integrated Project Schedule (in Primavera), program charge accounts, EACs and the organization of programmatic artifacts in support of the Program Team, Finance and the program team as a hole. - Generating and analyzing program performance reports (CV, SV, CPI, SPI, EAC, etc.), and supporting Program Management and Finance in variance analysis and data trending. - Proactively seeking and communicating relevant information regarding program cost and schedule performance trends to Project Teams. - Supporting process improvement initiatives. - Training and mentoring other Project Coordinators as required. BASIC QUALIFICATIONS - Bachelor’s Degree in Business or a technical discipline. - 7-10 years experience, with at least 5 years combined as a Program and Financial Analyst. - Significant experience with project scheduling software (e.g., Primavera, or Microsoft Project); experience with Primavera P6/7 a plus. - Understanding of earned value management. - Very strong communication skills (oral and written) and team skills. - Extensive organizational and time management skills; must be able to work in a deadline-driven environment. - Strong analytical skills. - Ability to effectively multi-task. - Detail orientation. - Eagerness to achieve, take initiative. - U.S. Citizenship Required. ADDITIONAL DESIRABLE QUALIFICATIONS SKILLS AND KNOWLEDGE - Working knowledge of Government contracting sought; specific DoD experience a plus. - DoD Earned Value experience. - MIL HDBK 881(A) experience a plus. - PMP Certification a plus.
